78-80 Attack should not take any time at RuneScape gold all, perhaps some days, maybe up to a week if you are working slowly. Personally, I'd recommend training at Green Drags, or Blue Drags in Taverly Dungeon if you uncomfortable with wild. It's pretty slow exp. However, it's decent cashwise.
If you're looking for speed, exp. and speed, I'd look at Yaks, Experiments, Flesh Crawlers (SHoS) or perhaps Rock Crabs. Each of these categories will have an adequate flow of exp. Additionally, they'll be being relatively casual and low risk.
For Summoning the process is based on if you have the charms. If you've got the charms the process will surely take you barely a day, probably less. If not, nobody knows how long it will take you to acquire the charms. I'll take the assumption that you already have the charms.
Between 22 and 31, make Granite Crab pouches. This is fairly effiecient, as well as costing only a few charms. You'll require about 1,300 blank pouches, gold-colored charms, iron ore and the 10,000 spirits shards. This will probably cost you about mid to the high 200k.
Between 31 and 40, you can make Vampire Bats. They are a decent source of buy OSRS gold exp and their components aren't as hard to find than other. Gather 170 blank pouches, red-colored charms, vampire dust as well as 13,400 spirit shreds. It will cost you in the region of 300-300k.
